Quick Answer

Employed members are registered through their employer's HR department. Self-earning individuals and overseas Filipinos can register online through the PhilHealth Member Portal at memberinquiry.philhealth.gov.ph, which emails the PIN to the registered address, or in person at an LHIO or PhilHealth Express outlet.

What Is a PhilHealth Number (PIN)?

The PhilHealth Identification Number, or PIN, is the permanent number that identifies you as a member of the National Health Insurance Program (NHIP). PhilHealth's own claim-form guidelines describe it as a 12-digit number. You use it for PhilHealth transactions, including paying premiums and logging in to the Member Portal.

Your Member Data Record (MDR) and PhilHealth ID card carry your PIN. PhilHealth's registration pages say new members receive an MDR and an ID card after registering.

Who Needs to Register, and How It Differs by Member Type

How you register depends on how you are covered. PhilHealth's official pages describe two main routes:

  • Employed members (formal economy): your employer's HR department handles registration. PhilHealth's formal-economy page says to fill out the PhilHealth Member Registration Form (PMRF) in two copies and submit it to HR, which then provides your Member Data Record and ID card. If you already have a PIN, tell HR so they can indicate it in their employer report.
  • Self-earning individuals, professional practitioners, and other self-paying members (informal economy): you register yourself, either through the PhilHealth Member Portal or in person at a Local Health Insurance Office (LHIO) or PhilHealth Express outlet.
  • Overseas Filipinos: PhilHealth Advisory 2024-0048 says registration to NHIP can be done through the Member Portal without visiting a PhilHealth office, effective September 5, 2024.

If you are newly hired, ask HR before registering on your own. Your employer may handle your registration, and a second application can create duplicate records.

How to Register Online Through the PhilHealth Member Portal

PhilHealth Advisory 2024-0048 says that, effective September 5, 2024, registration to the NHIP can be done through the PhilHealth Member Portal, without a visit to a PhilHealth office. An email is sent to your registered email address with your PIN. PhilHealth's services page lists the portal at memberinquiry.philhealth.gov.ph/member, and a 2026 advisory confirms that registering to NHIP is one of the portal's functions.

  1. 1Open the PhilHealth Member Portal and choose PhilHealth Member Registration.
  2. 2Fill in the online registration form with a valid email address you can open. The address can be used only once, and each registrant can submit only one application.
  3. 3Upload your duly accomplished PhilHealth Member Registration Form (PMRF) and supporting documents, such as a birth certificate or a valid, acceptable, or duly issued ID. These are required: PhilHealth says an application without them will be disregarded.
  4. 4Wait for PhilHealth to process the application. Your PIN is emailed to the address you registered, and the system sends status notifications.
  5. 5Once you have your PIN, you can create a separate Member Portal login account (Create Account on the portal page asks for your PIN). Receiving a PIN does not create a portal login by itself.

Processing time: PhilHealth's online registration page says electronically submitted forms with complete supporting documents are processed within three to five working days, after which the PIN is emailed. That is the published timeframe for complete submissions, not a guarantee that your PIN arrives immediately. If you have not received it after that period, contact the PhilHealth Action Center.

How to Register In Person

For the informal economy, PhilHealth's registration page lists these steps:

  1. 1Visit any Local Health Insurance Office (LHIO) or PhilHealth Express outlet.
  2. 2Fill out two copies of the PhilHealth Member Registration Form (PMRF). The form can be downloaded from the PhilHealth website.
  3. 3Submit the PMRF to the LHIO or PhilHealth Express.
  4. 4Wait to receive your Member Data Record (MDR) and PhilHealth ID card.
  5. 5Pay your premium contributions using your PhilHealth ID number.

PhilHealth's pages we reviewed do not list a fee for registration or a separate procedure for replacing a lost ID. For a lost or damaged ID, contact your nearest LHIO or the PhilHealth Action Center for the current requirements.

What You Can Do With Your PIN in the Member Portal

Members who have not yet created a Member Portal account are strongly encouraged to register, according to PhilHealth Advisory 2026-0016, and PhilHealth advises using your PIN to access the services. Through the portal you can:

  • Register to the National Health Insurance Program (NHIP).
  • View your membership information and dependents.
  • Update or amend your membership record.
  • Check your posted premium contributions.
  • Assign yourself and your dependents to your preferred YAKAP provider.
  • Access, view, and download your SPA.
  • Pay premium contributions by credit or debit card, GCash, or Maya.

How Premiums Work After You Register

What happens next depends on your category. For employed members, PhilHealth's formal-economy page says the premium is shared between you and your employer: half is deducted from your monthly salary, and the employer remits the total to PhilHealth. You do not pay separately.

Self-paying (informal-economy) members pay their own premiums using their PhilHealth ID number. Under PhilHealth Circular 2026-0011, self-paying members may pay for any number of applicable months, but all premiums for the calendar year must be settled by December 31 of that year. Unpaid premiums for the previous year can still be paid without interest until January 31 of the following year; after that, unpaid balances become subject to interest. Do not rely on the older monthly, quarterly, semi-annual, and annual schedule on PhilHealth's informal-economy registration page as the current deadline. Your SPA shows the due date of payment.

If You Pay Premiums Yourself: the Statement of Premium Account (SPA)

PhilHealth Advisory 2026-0016 says that beginning April 1, 2026, self-earning individuals, professional practitioners, and overseas Filipinos (except sea-based migrant workers) must secure and present a Statement of Premium Account (SPA) before paying premiums. PhilHealth Circular 2026-0011 then sets out how this is phased in. During 2026 the SPA is the standard and preferred mechanism, and PhilHealth may accept a payment without one only in limited, documented cases: a first-time SPA user with system or record problems, pending verification or updating of income or membership records, or temporary unavailability of SPA systems. Do not assume you can skip it. From January 1, 2027, the SPA is strictly required in all payment channels, except where expressly exempted, such as payments at accredited collecting agents in geographically isolated and disadvantaged areas. PhilHealth says it will generate SPAs automatically from January 2026 onward and send them to your registered contact number or email. You can also get one through your Member Portal account, the SPA Generator at spagen.philhealth.gov.ph, a PhilHealth office, or the QR code displayed at accredited collecting agents.

Keep your contact details and income information up to date so your SPA is accurate. For how much you owe, see the PhilHealth Contribution Table, and to see its effect on your pay, use the Take-Home Pay Calculator.

Which Route Should You Use?

  • You have a job and HR is processing your onboarding: give HR your completed PMRF, or your PIN if you already have one, and let them register you.
  • You are a freelancer, business owner, or other self-earning worker: register through the Member Portal if you are comfortable online, or go to an LHIO or PhilHealth Express outlet if you prefer to submit the form in person.
  • You work overseas: the Member Portal lets you register without visiting a PhilHealth office, and later generate your SPA and pay premiums online.
  • You are not sure whether you already have a PIN: contact the PhilHealth Action Center or an LHIO before registering again, so you do not end up with duplicate records.

How to Contact PhilHealth

PhilHealth's Advisory 2026-0016 lists these channels for inquiries:

  • Smart: 0998-857-2957 / 0968-865-4670
  • Globe: 0917-127-5987 / 0917-110-9812
  • Email: actioncenter@philhealth.gov.ph
  • Any PhilHealth Regional Office or Local Health Insurance Office

Common Mistakes to Avoid

  • Registering on your own when your employer already handles it. Ask HR first.
  • Using an email address you cannot access or have already used. Your PIN is sent there, and the address can be used only once.
  • Submitting an online application without the PMRF and supporting documents. PhilHealth says it will be disregarded.
  • Submitting only one copy of the PMRF in person. PhilHealth's page asks for two.
  • Forgetting to note down your PIN. You need it to pay premiums and log in.
  • Assuming you can pay premiums as a self-paying member without an SPA. During 2026 PhilHealth accepts that only in limited, documented cases, and from January 1, 2027 the SPA is strictly required, subject to expressly authorized exceptions.
